Subject: Take CUNY Child Care Funding out of FFFS FUND
Dear [ Decision Maker ] ,
High quality early care and education programs are essential for institutions of higher education. These programs assist education students learn developmentally appropriate practice and child devolopment.
As a registered voter and student at ________ College, I urge you to support CUNY Early Care Education Programs by keeping CUNY's CCDBG monies ($3.46 million) out of the Flexible Fund for Family Services Block Grant to Counties.
Federal Block Grant Monies (CCDBG) allow the University's student parents the opportunity to attend college while providing affordable, safe, and high quality early care and education programs on campus. If CUNY's CCDBG monies are placed in the Flexible Fund for Family Services, CUNY student parents will be unable to access these funds and most likely be unable to find affordable child care. The majority of CUNY student parents need non-traditional child care hours that mirror their college schedule. Moreover, the hours and sometimes the days of child care needed change each semester as they register for new classes. The early care and education services provided in CUNY centers are based on the University's academic calendar, provide flexible hours and schedules, and are supportive of the needs of students. Without FBG monies, the majority of student parents would not be able to afford both child care and college tuition.
For the past 17 years, CUNY and SUNY have received their CCDBG funds through a direct Memorandum of Understanding (MOU) between the state office of Children and Family Services and each university. I urge you to support taking CUNY funds out of the FFFS and continue to have them receive their funds through a direct MOU.
Currently CUNY has 18 campus based centers. CUNY has campus child care centers in each borough: three in the Bronx, four in Brooklyn, four in Queens, six in Manhattan and one in Staten Island. Each year CUNY's early care and education centers provide 174 licensed infant and toddler slots and 866 licensed pre-school slots to the children of student parents.
Please support student parents by urging the Legislature to take CUNY's funds out of the FFFS budget and continue to have them receive their funds through a direct MOU. Thank you.
Sincerely,
